There are a couple of things rockstar needs to think about and those are that there are i/e and ceo cargo missions that take place around the casino and the race track so I think they work around that. Maybe the resort part takes place just southeast of the casino (the street that is under construction). Like so Saint can see this! Thank you! 👍
