At least 23 killed in Russian strike on civilian convoy in Ukraine's Zaporizhzhia

Ukrainian authorities say a Russian missile strike has killed at least 23 people and left another 28 wounded near the southern Ukrainian city of Zaporizhzhia. Reports say the strike hit a convoy of civilian vehicles, en route to Russian-occupied territory in Ukraine.

From the headline, it declares that 23 dead was due to Russian strike. But when the video starts, the news anchor said "Ukraine authorities say:...". So I wonder if it is better to put the headline consistently by add "Ukraine:" in front. For example, "Ukraine: At least 23 killed in Russian strike on civilian convoy in Ukraine's Zaporizhzhia". Would this give a better impression of Mediacorp media coverage?
