Session Title: Linking Adaptation and Mitigation: The role of NAP Processes in NDC Implementation towards Climate Action for Inclusive and Enhanced Local resilience in South and Southeast Asia

The session, focusing on cases at local levels, will discuss linking adaptation and mitigation by addressing the National Adaptation Plan (NAP) processes in the Nationally Determined Contributions (NDCs) implementation towards climate action for enhanced local resilience in South and Southeast Asia. Panellists will draw on their general expertise and discuss lessons learned, particularly looking at gaps and challenges in linking NDCs and NAPs for local adaptation planning and enhancing resilience. The session will share case studies from five countries in South and Southeast Asia and discuss best practices for consideration and further discussion with the audience regarding the challenges presented in implementing NDCs/NAPs for adaptation and mitigation synergy. Drawing on the Paris Agreement and the principles and issues surrounding Just Transition, perspectives are provided on a range of practices that address gaps, challenges and opportunities, especially in the context of climate action for enhanced and inclusive resilience, particularly at the local level.

Key messages:
• While there are innumerable challenges for scaling-up local and community resilience, effective best practices for adaptation-mitigation synergy drawing on NDCs/NAPs can be taken up by other stakeholders.
• Strengthening science-policy-action interlinkages is vital for effective and improved local and community resilience to the impacts of climate change.
• Local and community-level engagement is crucial in realising the Paris Agreement’s objectives, including just transition, adaptation, and resilience at local and community levels.
