As a 35+ year retired federal employee I saw federal service go from accountability to nonsensical management. Competence no longer mattered unless you were graded for brown nosing. Lying was common place. Self serving decisions were the norm. In sum, federal service has declined in quality to a new low. This incompetent manager proves it.
