Jennifer Hale voiced Kronika in Mk11, which sounds identical to this character at 2:12. Can't talk about those creature sounds, but Jen Hale being a villain isn't exactly groundbreaking. Troy Baker should know, he voiced at least 2 characters in MK11.

All you can do is shoot at it. It would be more fun if you could do more. Like maybe climb on top of it and shoot at it. Or throw some grenades at it. Or climb on his back and shoot a hole in it and then put the grenade in the hole. That would be really cool. Repetitive boss fights aren't what we need.
