Hot take here. Death is NOT gonna be the strongest devil, but the most indestructible. I imagine death as a very passive devil that cannot be beaten by anyone but however can't do much damage or have any motivation of it's own.

It'll be also nice to have it being humanoid as a subversion to the general hate devils have against humans. Death is patient, inevitable and it doesn't actually hate life, it's just part of the conditions of existence
