What did Juarez do instead? He seized indigenous lands, tried to create a treaty with the USA to sell Mexican sovereignty in exchange for expelling the monarchs, and re-elected himself as president several times. He ruled for a total of 20 consecutive years

The belief that worst leader in Asia in Mao is a misconception coming from the fact that they judge how bad leader was by body count alone. Mao ruled China, which was most populous country at the time, which inflated the numbers. Still, what he did was horrible.

On the other hand, Pol Pot ruled Cambodia, which had in 1975 population like 100 times lower than China in 1949, when Mao assumed power. That kinda diminishes in people's sight that what Khmer Rouge did was downright diabolical compared to what Mao did.
