You should change checking the culture map from just a second to an in-depth segment that lasts for a minute or two to see what has actually changed. Like, if it's a SS victory surely change the landscape of Europe, yes? Or how does Japanese victory in China change the ethnicity of the coasts vs a Chinese victory?

Yockey America, Natsoc victory in first columbian civil war and germany supported faction in second.
