Rubbish Problem in Blackpool Getting Worse

Video of the rubbish that is left AFTER the bins have been emptied. The big bin is too small for all of the rubbish so perhaps 10 bin liners were left out of the collection. These have now been put in the bin but now there is nowhere to put any more rubbish for the week.
