The Microsoft Excel TIME function is an Excel function that is integrated and enables you to create time with individual hours, minutes and seconds.

Hour - The hour for the time you wish to create.This can be any number from 0 to 32767, which is the hour.

Minute - The minute for the time you wish to create.This can be any number from 0 to 32767, which is the minute.

Second- The second for the time you wish to create.This can be any number from 0 to 32767, which is the second.
