Ok so basically we need to perform a bank heist from 2077

So here's my best guess at what is happening. The game uses a 2 byte signed(+/-) int to store the item count when it gets dropped on the ground. 33000 is 233 over the max value that a 2 byte signed int can store so it overflows to -32536. When it gets picked up the negative stays either because the value in inventory is signed but larger (4 bytes) then for some reason the game only checks if the chips are equal to zero when allowing the player to sell chips, or the inventory is unsigned and larger meaning the integer underflows causing it to go to 4.2 billion.

You can strongarm Chet in Goodsprings until around level 15-20 (then several weeks of waiting in front of him to sell it all back, he eventually gets upwards of 5k caps, plus bits of ammo that can absorb many suits of leather, but it is very easy to leave Goodspings with 40k caps in under 3 hours) to easily have enough for this exploit too.

I still prefer the Chet leather armor exploit. You can literally get infinite XP and caps. During "Run Goodsprings Run, " if you kill the Powder Gangers (without them going into aggro) after Joe Cobb tells you to shake down Chet for supplies, you can pass both the Barter or Speech check infinitely, resulting in infinite leather armors, 9mm ammo, and XP. If one levels to 30 before leaving Goodsprings, many of the perks that they picked will carry over if they choose to remake their character after leaving.
With some luck and/or the GRA DLC, you can get some decent weapons & ammo, and you can beeline from Goodsprings straight to The Strip with minimal issue from the deathclaws or super mutants. The Meltdown! perk makes short work of most enemies along that path. It takes time, but it's a great way to fast-track things on console if this is your Umpteenth playthrough.

The glitch that I do is I first go to Joe Cobb and then activate the "taking over good springs" quest and then I kill him and then go to Chet and then do the barter thing where he gives you leather armor and ammo then I do that about 80 times and then sell it to him then wait for 3 days then do the same thing over and over again. You also have to have either 25 barter or 25 speech, it's a good xp glitch too, and quick to do at the start of the game

If you’re playing the true vanilla game (that means you have never installed the DLCs) you can do this infinite cap glitch even easier with the Vikki and Vance casino. Pre-debugging with the DLCs, the V&V has an unusual bug that means any chips you buy from them will remain in your inventory permanently, no matter how many times you exchange them for caps.

you can also just murder the gaurds at gun runners like 20 times and sell their armor and guns until have enough caps

The vendor weapon glitch works for beginners. Where you trade the lowest conditioned weapon. Find it. It helps at the start.

If your character has low luck kill all the guards at the gun runners, wait three days for them to respawn and keep doing that until you make 33000 caps and do the glitch as shown here
