In the early days of AC power in the USA, many locations used 25 cycles, and incandescent bulbs would actually flicker at a noticeable rate.

You can see it if your computer monitor's refresh rate is 60Hz. It will sync with the lighting and become noticed. Change your monitor's refresh rate to 100Hz or higher to eliminate this.
You may not see the 60Hz flicker in a lamp but you will hear it in an audio amp when the filter capacitors go bad.

I.G.B.T are in most inverters that change dc power to ac power and that use fusion flicker by using a H-bridge of four I.G.B.T and modifying the sin wave to a box wave that mimics the ac sin wave. Never knew that actual ac power had flickering in it thought it was just mostly inverters

Those higher frequencies also drive up heat in wiring or ampacity. Insulation on wiring needs a look when you are serving banks of fluorescent lighting and computer systems in commercial and industrial facilities

Some TV systems still do 24 frames o'er second. So we can actually go to that low of a frequency.

Q: I’m driving on a big highway at night and maybe 1 out of 15 cars ahead of me leave trails of red tail lights when I’m looking straight ahead then to either side, maybe 4-6 replicas when I turn any direction. What’s going on with led light or me or both?

other countries use 50 hrtz, that's why it's important to buy the right filming equipment for where you live instead of buy from another country. the shutter speed like say on your phone camera is set for that countries power grid flicker.

Some people are sensitive to flickering lights. Some people are extremely sensitive to even high rates of flicker or pwm.
