10995 Financing climate resilient wash social inclusive cost recovery systems

Climate change-induced droughts and floods have a profound impact on water resources and the provision of WASH services. When floods hit areas where people live without safe WASH services, the faecal waste spreads, disease proliferates and both people and the environment face the challenges.
In many cases, those who are hit the hardest by climate change, have least financial capacity to finance the needed adaptive measures for sustainable manage the WASH services. Due to WASH governance, policy and a general lack of funds, sustainable management of WASH services is difficult in the countries where the WASH SDG consortium works (7 countries in Africa and Asia).
During the implementation of the WASH SDG programme, several contextualized and socially inclusive cost-recovery systems were developed on different levels (utilities, communities, governments). During this session, we will explore the different elements of a well-balanced cost recovery system: how do you distribute burden and benefit? How can you ensure inclusion and sustainability? We will build on several cases of the WASH SDG programme and share lessons learned in developing, piloting and upscaling cost recovery systems. Together with the audience and by using a ‘hackathon’ style, we will unpack and look for solutions for one case.
