I had a similar issue trading with the Thunder in my own start today rebuild. I sent them a young 3 star and 2 star player for 2 future firsts valued at 1.5 stars and 2 stars and they refused without a counter offer.

Maybe 2k is keeping them in permanent Presti tank mode.
