Hat Kid is an alien thats (apperence & anatomy wise) pretty much identical to a human, so I think the last name fits because it's not quite human, it sounds a bit alien.
(I also don't think she has a bone in her ponytail, I personally think that was just a gag)

Honestly, I think giving Hat Kid a name defeats the point. Giving anybody a proper name defeats the point. Hat Kid doesn't really care what's going on around her; she's just here to get her Time Pieces and leave. She never wastes time giving her name to anybody or learning anybody's name in turn, so unless it's the case with DJ Groove where their name happened to be mentioned in passing, everybody gets boiled down to superficial trates. That's why Mustache Girl is just Mustache Girl. She's a girl with a mustache; what more do you need to identify her?

Hat kid actually uses some consistent combination of characters to sign the contracts and the same combination can be seen in storybook of Rumbi Factory time rift, so it's probably her name. It doesn't seem to resemble any language that I know of, so it's probably some in-universe alien language, may even be Hat Kid's native language. And considering that it's the only writing in this language that exists in the game, it's either gibberish or undecodable, unless it happens to be used somewhere outside of A Hat in Time, similarly to how enchanting table from Minecraft uses Standard Galactic Alphabet originally designed for Commander Keen series
