I've been a referee for years, after experiencing events, here's my bag:

In the bag is a large trash bag. It acts as a liner. I keep my drinks and suntan lotion between the liner and the bag. These things make a mess (condensation/bursts) inside the bag and wet days can ruin interior stuff. There's an extra trash bag and paper towels in bag. Name tag inside and outside.

All the colors of shirts, badge issued by organization (or other or none depending on match), three whistles (one for game, one for backup, one for other ref if I'm injured or another field has a ref needing one), lots of pens!, two sets of cards (y/r on self and spare in bag), two watches worn, one pocketpouch for keeping score and usually holds the cards.

Another pocket pouch for notes (write things to remember, things learned, and other notes), coins, carry two during game and extra in bag.

Have the pouches, pens, and coins in each pocket (get shirts with sealed pockets...unsealed and your pockets empty on the field)...same with short pockets.

Flags (whether I'm the center or assistant), laws of the game (I have a printout measuring 5x8) and any specific league modifications, phone numbers of my assignor and emergency numbers, airpump and needles (if a ball needs air let the owner inflate it, dont do it yourself...if it explodes you understand why), air gauge if the league demands such scrutiny, first aid kit, safety pins (if you ever lost the elastic in your shorts).

Hats, with and without soft visor, gloves that allow you to write with them on, underarmor is great, extra dry socks, if your shoes are worn, better be prepared with another pair,

A lot of clear zip-plastic bags to hold all your stuff separately in bag (I use several one-gallon bags). I like to designate one of these to hold all the things I need for THE game.

Dark, hardshelled, sealable bag to hold my wallet, keys, payment if received during game, cellphone.

Dont forget game reports, if required.
