This creep has been doing this for a long time. I would bet that if investigators go back over his travel history, there would be a high probability of a reported loss of woman's luggage reported for that day of travel at the arrival of his itinerary. Also, my bet, 9 out of ten times he travels with carry-on in order to be able to walk off with the person's luggage.
