Aug. 28 -- Huge swaths of the Louisiana coast were lost during Hurricane Katrina 10 years ago. Now the state is focused on rebuidling parts of it. Louisiana is spending billions on the project, but not everyone is happy about it. Bloomberg's David Gura reports.
