It was tipped. As you can see, after carter inbounded the ball, Hollin's muscles had a reflex that is exactly the same reflex as if he tipped the ball. If you didn't tip the ball, it would not make that reflex.

That ball was first touched by Hollins! Look at the spin of the ball has after its been relesed from Vince hands and compare it to what you can see in the next seconds...

If Ryan Hollins tipped it, why would he not be going crazy yelling at the refs that he touched it? Instead he just looks in disbelief and just throws his hands up at his teammates after the play. It's only afterwards he claims to have tipped it. I'm just saying, only Hollins knows. He would have felt it and he acted as if he didn't touch it and was just devastated at the end of the play.

Furthermore, it was obviously Hollins' job to tip that ball somehow, someway... That's all he had on his mind. And he doesn't even exclaim that he touched it at the end of the play at all.
