Stipe's a good HW but all the best ever talk was and is really premature. Maybe he was the best modern-era heavyweight prior to getting KO'ed by a smaller, 40+ year old Cormier. IMO a prime Fedor or Cain would have smoked him., in fact any of the top fighters he's faced (minus Ngannou and Werdum) would have given him so much trouble in their prime, instead of 5-10 years after their best form
