I believe some verses are ambiguous for many reasons.
one is that Allah wants us individually to interpret the meaning based on our situation and understanding of ourselves. 
Another is that the meaning of these verses is to be taken by different cultures or eras differently depending on their context and across times.
Lastly it could be that as time passes, the verses meaning could be unlocked gradually and could help muslims do qiyas better to fit our modern times.

among the ambiguous verses is the verse " sacred is the one who is within the fire & the other who is around the fire " # it is clearly understood from the preceding verses that Moses was around the fire but only God knows who was within the fire #

Good writing is an art that most people never learn. You have to provide context. Then one idea has to lead to the next so that people know where you are coming from. You have to provide summary statements so that people know where you're going. If you don't do these things then people will not understand.

The surprising thing is thatbthe verse that Dr Shabbir quoted itself is an ambiguous verse with dual reading depending upon where the reader does the sukoon !

Quran says the oppostie to what you suggest as per sultan bin translation of the Quran:
Quran3: 7 It is He who revealed the Book to you. Some of its verses are absolutely clear; they are the pivots of the Book. Few others are elusive [politically correct, subjective to weights and biases of current affairs]. As for those in whose hearts there is deviation, they follow what is elusive thereof, seeking mischief [ill-adapt the weights and biases], and seeking for its [pivotal] meanings, while no one knows its [pivotal] meanings except Allah. And those who are firmly confident in knowledge say: “We believe in it, all from our Lord." But none will be reminded except those of understanding,

Quran 3:8 [Who say], "Our Lord! do not let our hearts deviate after you have guided us [through its pivotal verses]. Give us your mercy [sound interpretation of its elusive verses]. You are the Ever Giving.

There can't be any ayah in the Quran whose meaning can not be known by mankind and is known to Allah only. Quran is the book of hidayah so it will be useless if there are ayaat which will not be understood by mankind.

Dr. Shabbir ali is the best amongst all english speaking scholars. It seems he don't want to express his personal opinion on this subject.

Quran: Claims to be perfectly clear and revealed to us
Also Quran: btw there are verses which are unclear and only allah knows
lol it’s funny how Ibn Kathirs commentary mentions that The verse in 3:7 came after Muhammad got stumped by Christians in a debate about Christ because the Quran says Jesus was a spirit that was thrown down by Allah from Heaven thus showing his divinity.
