Why does General Richardson keep saying we have when it should be they have? They are independent countries I do not understand. The USA has had over a century to help these countries with their infrastructure. Why worry about it now another country helping them out? How can you supply arms when you cannot even keep the Ukraine supplied? How can the USA be constricted by rules and regulations when they write the rules? The USA definitely do not follow International law and they do not ratify many agreements such as the UNCLOS.
