Article 5 only applies if there are external threats. In case of an internal war, peace negotiations would be held, and massive sanctions would be imposed on the agressor, but Article 5 says that if an external country attacks a NATO member in North America or Europe, that's an attack against the whole alliance. Notice the "If an EXTERNAL country". But if 2 NATO members went to war, then this doesn't apply

If Romania invades then they'd receive sanctions worldwide which would crush their economy unless they build up for it. In that case we would not even be speaking of a current day scenario so we can ignore that. Still, it'd be a political shitshow but not for the reason of NATO fighting back. Hungary's political situation is a bit precarious at this moment. At one hand they got something close to true neutrality, on the other hand that means they are freakin modern counterpart to Tito's Yugoslavia which is hardly an enviable international political position.

Anyways, if an invasion happens it'd most likely get all the way to Budapest. The Alföld is a large flat land with very little defenses and Romania is one of the few places which doesn't have the infamous Hungarian "border wall" erected. Of course no war occours in vacuum so Hungary would be in high alert but in terms of sheer numbers Hungary just doesn't have the equipment and especially the troops to stop Romania from blitzkrieging all the way to the capital. Small country, too good of a terrain for tanks, etc.

Lucky for us that Romania has 11 military threats and a Hungary is none of them. xD

No actually article 5 could be avoided if nato decides to stay out of the war and let the countries end the dispute on their own terms. This path is voting to abstain from the war
