### 2. syntax

- `file`: file or file-like object to load data from.
- `mmap_mode`: memory-map option. if not none, memory-map the file.
- `allow_pickle`: allow loading pickled objects.
- `fix_imports`: fix object pickles involving python 2 strings or bytes.
- `encoding`: encoding used to decode strings. only used in python 3.

in this example:
- we create a numpy array `arr`.
- finally, we print the loaded array.
