That's more flamenco guitar rather than classical. Flamenco guitarists often employ various strumming techniques while classical guitarists focus more on fingerpicking.

One of my favorite guitarists on classical guitar is Charlie Byrd. He studied with the revered Andres Segovia and took that classical nylon technique and introduced it into the jazz world. Even though he's not playing traditional classical music, you can hear the classical subtleties in his playing and it worked perfectly. He's a big influence of mine when it comes to nylon as well as other non traditional nylon players like Buster B Jones.
