You confused "population" with "Number of workers." If you look at the working class player board, on the Population track it shows the track for the number of workers. Below those numbers are another set of numbers that are what you are supposed to use for population. So when you said "10" at the beginning, it should have been "3" both for food and for voting cube calculations.
