Beerus isnt using a transformation of ultra instinct, his power doesnt increase when he uses the form. He isnt using ultra instinct sign, he is still far below that point.
He is using the technique alone, the same one that goku used in base, SSG and SSB against granola.

I feel like Beerus struggles with it because of his personality type. It requires clarity and calmness, almost a constant state of meditation, while Beerus has a hair trigger on that temper of his and the only time we don’t see him scowling or in some state of being pissed off is when he’s eating or sleeping.
