As a Brit who knows London very well and Moscow (enough), I can honestly say Moscow is better, and hence better than most capitals of the world. I think it's always ranked in the Top 5.

Moscow is definitely cleaner, safer, more homogenous, and beautiful, but it also retains a lot of its cultural heritage. Yes, Moscow isn't like most of Russia, but Moscow is definitely Russian, whereas London is way less English than it's ever been. It's nothing like the rest of the country (in all the wrong ways).

The major problem with Moscow for expats (before and especially after the war) is the bureaucracy and banking. It's so incredibly difficult to have your basics of life in order without constant headaches, random announcements from the government about what expats have to do, what they can't do, and some new document they must have that takes time, money, and lengthy trips. A rich Western expat who speaks Russian, marries a Russian, and wants to own property and business has more nightmares with authority than a low-skilled immigrant from around the corner.

Plus, the quality/availability of produce, clothing, and food I'd say is not up there (yet) with Western capitals. How humane are the agricultural practices, how ethical, and how rigorous are environmental standards? I think that's yet to develop due to historical economic reasons, hopefully, it will. But on balance, Moscow has it for me!

Зачем пытаться анализировать абсолютно искусственную тему? А где, в какой стране, кроме, пожалуй, современного Китая, столица не отличается от других крупных городов? Можете привести примеры?
Везде, в любой стране, есть центр и есть периферия...
