No need for explosive rounds or dynamite. A special trick to opening this is backing the horse cart up perfectly to the safe. Then shooting the lantern the explosion of fire will break it open.

The first time I found one of those I used dynamite, I completely underestimated how powerful dynamites are, my horse was killed instantly.

I opened up the safe with TNT and it wont let me take anything from it, doesnt even give me the prompt

You can also walk up to it and pull out dynamite he’ll stick it on and you can light it to open it up

You can use just a stick of dynamite if you don’t have explosive ammo because animal fat is kinda hard to farm.
