Very simple
1)
2) Fener/Maccabi/Zalgiris
3) Efes
Huge gap
Everyone else
The difference is Greeks and Serbians are ULTRAS not just fans like zalgiris and maccabi for example

As a panathinaikos fan, it's Partizan by a mile. I went to an away game and the atmosphere was unlike anything I've ever seen

As a Die hard Žalgiris fan who watch Euroleague for almost 20 years (I am 26 years old). My top fan bases are:
1. Partizan
2. Panathinaikos
3. Zvezda
4. Olympiacos
5. Maccabi Tel Aviv
6-7. Žalgiris/Fenerbahçe
8. Virtus
9. Baskonia (Tau Ceramica)
10. Barcelona

Non-Euroleague teams - Aris, P.A.O.K., Budućnost, Galatasaray

Any Serbian or Greek team would do the job. No mistakes there.
For me personally, Partizan is no.1 but not by far.

Partizan home Euroleague games are something beyond sport. If you are a sports fan, this should be among the top3 on the list of things to see/expirience in your lifetime.

Partizan fans are the best in this Euroleague season. At home and as a guests. In several games as a guests, it was almost more Partizan fans then home team fans (Virtus, Milano, Alba, Bayern).

For me Partizan is now no 1. I can say that just by looking at my dad. He doesn't like hooliganism and ultras, but when we go to the game he is completely different person. He yells and do all the chants with other fans. For me there is no better atmosphere than the Partizan's one. Partizan also has football team that never make a full stadium even on european matches. On the basketball we almost always (euroleague) fill up whole arena. If I'm bored whole day and stuff like that, when I go to the match I get crazy and full of spirit from there.

Without thinking, first Partizan, then everyone else.

No one in the world can’t be compared with Partizan’s basketball culture. This is not about screaming in the games. It’s much more. That’s something else. With all problem around, this is club with amazing number of high class players in the history of basketball, and connection between club and supporters is philosophy of living, and people in Serbia know what I’m talking about.
