I imagine the blue spiny paratroopa would indeed be the one leading the assault and chasing the lead kart (aka Mario), though Mario will manage to actually evade the "blue shell", in the same way evading blue shells in Mario Kart is extremely difficult, but actually possible. Expect extreme stunts in this segment to achieve said evasion.

5:41 I did some research and one type of blue shell comes from Koopa’s where if Yoshi eats the shell he gets wings and flies so I don’t know if that’s related here? Considering this Koopa has wings! But I didn’t think there was an exact origin so it’s cool to see them adding to the lore and hopefully filling in some gaps
