This doesn't solve the puzzle. It is just step one. Hint: build the bookshop and get the book "A New Clue". I'm pretty sure that's where I got the actual Admin key clue (the goal is to find and use one of the unlisted keys). I also got some info from a letter in the Servant's Quarters, if I remember correctly.
