Do you have the ASTM that's directs how to collect the soul sample?

Defeats the purpose of the test to pulverise it, the natural bulk soil used for fill does not match this criteria, as the soil can’t be passed through a 425 micron sieve in bulk when at optimum moisture content

Edit: correction you said the number 4 sieve not 40, this gets rid of the coarse gravel which is always going to be present in fill
