The Bartini Believe VVA-14 was developed in the Soviet Union in the early '70s and tried to combine the wing-in-ground-effect design along with vertical take-off capabilities.

The main reason behind the cancelation and retirement of the VVA-14 was the death of its designer, Bartini in 1974. The whole concept was too ambitious and unique to be continued without the person who lead the development of the aircraft.

This isn't entirely true. Mainly, it failed because soviet leaders thought the design was too different from the current aircraft to work, so they barely funded the program. The designers death was the nail in the coffin, so to speak.

Bartini's designs were so ugly and impractical now you know why his work is ignored.
Look up the successful designs of Rostislav Alexeyv...the KM, Lun, Orlyonok, SM-1, etc....
