If they were "Scrapped" they wouldn't be in one piece sitting on rails, rather they would be a pile of twisted metal. Anyway these Arrows are in storage and aren't getting scrapped as for the time being. The only things going for scrap are the GP40FH-2 locos that are in the deadline closest to the Garwood Train Station.
