Yes the trigger was held down the whole time. Spamming the trigger won't make it fire faster.

Interestingly you can't change weapons or reload the weapon before a new shot is ready to fire. So if you accidentally take this build on a mission and shoot once you will be unable to use your weapons for 50 seconds.
