The fight was never offered to Jones.. UFC wanted Stipe to have a big retirement fight because he deserves it and Jones was okay with that, so that was the fight and Jones said stipe will likely be *his* last fight before Aspinal even became interim. There was this whole plan which was sidelined by injury (it happens) but now people are crying and saying ducked. The UFC isn't going to rip stipe's big retirement fight from him just because Jones haters are convinced that this one will definitely beat Jones this time.

It’s purely for business. It’s to punish and to reward. If you pull out last minute in a championship fight it’s made an interim champ fight and whoever steps in and wins can call themselves champion which equals to ppv points

The wisdom of it is fairly simple. UFC doesn't want to disrespect Jones so they let him fight Stipe, and at the same time wants to reward Tom for taking such a dangerous fight short notice, so they let him have PPV money for one fight (BC his is a current title holder). This is why Tom wants to fight and not wait.
