Couple design improvements for you. Place another stick in the middle if each wing half to stiffen it a little more width wise. The next is use plastic wrap instead of a plastic bag. On the propeller instead of gluing it too the shaft bend the shaft around it 180°. Finally go with a bigger propeller with more twist in the blades. You can get some pretty impressive flight times with these changes.

Absolutely surprised to see this.
I did this same plane with straw from broom (Indian jhaadoo), rubber band, metal pin and paper-clip and used marriage-invitation card( for fan, wings and tail) & yes fevicol.
This was back in early 90s where there was no internet.
Flight time was 5-7 sec after about 10 mins of reverse rotation of rubber band.

You can try a bigger propeller to make it turn slower and also try to get thinner rubber strings to get more turns and less torque. There are competition ultra light indoor rubber motor planes that fly are as "fast" as your's in slow motion and can fly approx. 30 minutes.
