The title of the video is misleading. Insights and conclusions need to be contextual. For example, Bihar spending 24% on education vs TN 8%. If Bihar has been spending less in the past and had poor education infrastructure compared to TN, then 24% may still be insufficient, while 8% consistent spend may have a better impact. So, better look at the situation holistically, compare absolute values, look at past trends, and then reach the conclusions.
