There are enough trashcans in the level that you can stack them to get up there with one of the lesser jump augs or if you have the patience I believe there are enough for you to make a big enough tower to reach it with no augments.

you need no augments, you can stack the two trash cans at the front door and then a potted plant to make a kickjump enough
