the modern theory of the individual will; the right to move and reach desire via scientific rationality without Swift's injunction that we are only rationis capax - capable of a higher, humane reason, but normally yet turning away from it. and in hobbes to pretend that nature is the only irrational, and that we are not part of that dance. but there is never any freedom without opposition, nor any form of life that can ever be free from an otherness or a nothingness, and in fact the will only can be realized/released if confronting something, overcoming something. but it is the how and why of this that brings in the ethical and moral. or as dylan states, 'everybody moving, if they ain't already there ... everybody got to move, somewhere'. people need less of regulation and admonishment, but actual education and empowerment. when we speak to our better angels, and have a community, those beautiful aspects of character present themselves. vs. bodies and utility and power and industry - pure materiality and social engineering, and as the french eventually posit, the biopower of a person without consideration for their soul.

This is extremely wrong idea of freedom and very toxic form political point of view. "I need rules because someone else is able to break them, so I give away my freedom to avoid losing it by unpredicted act of taking my freedom by other entity". People who acting according to rules are obedient but not free.
Truly free being never cross a realm of another being, because that means overusing of freedom, so from mathematical point of view it is impossible to move at all and do any action since every space belongs already to some entity, that is why cooperation and friendship like relations are true realization of freedom, not obedience to rules. 
In friendship cooperation beings are in dance-like relation, both equal to seek for harmony, in obedience beings are in automat-like relation, they do not have freedom at all, Leviathan swallowed them all. 
Hobbes Ideas are simply justification for building a prison planet, and it is happening.
Paradoxically family is the first place where we learn to overcome our lover egoistic and animalistic impulses and treat another being as brother or sister by limiting our drive to overuse our freedom. So our goal is not perfect government but human kind brotherhood.
