Follow these steps for ICQ App Account Registration Guide:
Step 1 = Open the ICQ App and tap on Login and Registration.
Step 2 = Type your country code and your phone number.
Step 3 = Tap on Continue and tap on Allow.
Step 4 = Wait for the app to verify your number. (You can decline the incoming call.)
Step 5 = Enter your First name, Last name and tap on Done.
Step 6 = Then, tap on Allow.

Argghhh!! I enter my phone number but I am NOT getting the text message. Maybe ICQ isn't friendly with US based users? I actually tried to set it up on a new phone but it kept saying my login was NOT correct: WRONG, it is correct. So I tried the text code thing and that failed as stated. I just deleted whole dang account and tried to start over but there is no prompt to setup a new account. I guess I have to get that text code which it refuses to send. Argghhhh!!
I ended up just using my wife's account that she never uses.
