it looks almost identical to an Alaska Airlines Flight 261 On January 31, 2000, its an MD-83, crashed in the Pacific Ocean because it lost horizontal stabilizer control, though this one is a boeing 737 and it nosedive on land

A sudden drop from 30k ft to 8k feet suggests a cabin depressurization event. In these events pilots purposely dive the plane to around 10k, which is the breathable level for humans. The second event would suggest a catastrophic malfunction of flight controls. RIP to the victims and prayers to their families. This is a tragic loss of life.

There have been a few fatal crashes of 737 older models as a result of the malfunctioning of the vertical stabilizer (Rudder), back in the 1990s in the North Carolina US & the country of Colombia, but not on 737-800 models.
United Airlines Flight 585 & US Air Flight 427
One incident near-crash was near Denver Colorado in the early 1990s, but with the heroic efforts of its flight crew, it survived the crash, investigation revealed malfunctioning of the vertical stabilizer.
737- 300 model pilots have reported many times, the malfunctioning of vertical stabilizers.
Boeing made some changes to the designs of vertical stabilizers (Rudders) on 300 - 500 models.

China airlines in general does not have a great safety record. I bet the pressure bulkhead blew out taking the tail with it. They found piece of wreckage 10km from the crash site indicating that something came off the aircraft but nobody has said what the wreckage consisted off. A 7yr old plane that was not well maintained in my opinion. These planes are Designed to glide not dive at 90 degrees if the engines stop. This was a 90 degree nose down, 40 is bad enough but 90 degrees indicates that part of this plane went missing.
