This migration is by FAR the most ridiculous thing I've ever had to do in pro audio. It should be much easier considering Waves has been around since the beginning of plugins. Newer companies make their process just a couple of clicks. Hell, even Pace iLok isn't this convoluted.
Waves is going to great lengths to try and get you to update the plugins. There's really no other explanation.

There is nothing hard about this and you should already have Waves Central installed if you have a legit installation since it is used to manage your plugins.
