Unfortunately there is not enough professional cyber security experts around the USA and the Cyber security schooling is very basic this is why the FBI holds hacking competitions in order to hire the best to achieve task on a federal level.

But these hackers were hired to go after locations and to identify others, their task was never to protect the grid here. A whole new cyber security level of experts need to come about way more experienced than the basics schools teach in this type of situation. Anyone with a half brain can outsmart local or state level governments and so far from what I seen, it's a bit more of a task but I seen some first hand get by the federal government as well. America needs to create a specialized team now who are more advanced than ever before in my opinion.
