It's very simple. Half his glove is on the belt, and half is below the belt.
Therefore in part - at the very least - he was below the belt. Its half and half, but one half is 100% below the belt so it has to be considered a low blow. End of debate.

Had a look at the highlights due to what I expected was a lot of fake outrage by British boxing promoters/former fighters in an attempt to secure a rematch and I was right. It was a low shot and it turns out Dubois has form at this to top it off. Usyk well out boxed him. Dubois of course put up a good fight and deserves credit for that but he would lose even worse the next time although he would boost his bank balance which is what it’s all about.

The low blow incident is a circular argument that will go on forever round and round and round. When half the glove is below the required mark it has to be classed as a low blow in favour of safety of the opponent ya know! Rules are in place to protect at all times in the ring!
