We have seen this issue with dead SSDs as well as liquid damage. Most likely there is an issue with the NAND itself. Let us know any suggestions down below

I was able to revive my old MacBook Pro 2016 by using Open Core Legacy Patcher and installing Sonoma. The touchbar and the fingerprint reader don’t work (I suspect this was the root cause of the problem), and the computer crashes when it enters power saving mode, (I already had that problem before resorting to OLP), but at least the laptop works and it’s not a paperweight anymore. I recommend you give this a try before throwing away your old Mac.

Where did you download high sierra? I’ve heard that it works if you can boot big sur 11.1

I just want to add that i have the same mac book pro 2017 w touch but only 13 inches, the problem has to do with the touchbar, on afte catalina the touchbar os is stored on the ssd so if you get an ssd error / death you’re fucked. Try installing the os on an external hard drive and booting into safe mode and and download bigsur as that’s the update that fixed most touch bar related issues but otherwise goodluck

Hey guys! Did you ever manage to find an at home solution for this? Uncle of mine is having the same issue and is being picky about sending it to our local repair guys.

same problem, same 15" 2017 macbook pro with retarded touch bar. tried everything. worked in safe mode but not regular mode. Wiping and Installing new or any OS would not let me complete set up on very last steps when it asked country and then connect to wifi. Took it to Apple. At first when they called and said its fixed, i came to pick it up but when i booted it the problem remained. they took 2nd time it for 'deep' scan. Called me 3 days later said problem with touch bar. Said total $250 and they will replace touch bar and older battery that started giving me warning reminder. What do you think ???

A1707 model is very problematic, fix one problem then another would pop out. It like multiple organ failure in humans.
