When Allah says He sent tranquillity ON the hearts of the believers, Allah is talking about time of fear because fear is on our skin. We sweat or we shiver. So tranquillity is needed on the heart. However, when Allah chooses the word "IN" instead like in this case, Allah is talking about anger or sadness, because it is instilled in our hearts. So tranquility is needed inside as well.
