I picked up this rotary tumbler at Scrap SF for $20 for Ashley from Chipped Builds. Clearly, it had some surface rust and was missing a belt but with some electrolytic rust removal & priming, it has come a long way.

If you ever need a belt of a specific length and you don't want to buy one of those belt-making kits, round urethane belting is pretty cheap and you can join the two cut ends by just melting them and pressing them together. It works well!
