My closest friend is married to a Venezuelan woman. When visiting her relatives in Caracas, they literally forbade them from walking around at night. In the day you go from point A to point B as quickly as possible without lingering. He said that they have 12 year olds walking around with handguns, holding people up. If you are lucky they won't shoot you AFTER you hand over your wallet or purse. This was 10 years ago, supposedly it's worse now. Stay away from Caracas.
